Explanation of Terms

A
motorcycle learner rider is a learner rider who has undertaken a basic riding skills test and a road rules knowledge test. They are allowed to ride restricted powered motorcycles (with an engine capacity of no more than 660 cc and a power-to-weight ratio that does not exceed 150kW per tonne) and are prevented from carrying passengers.

A
novice rider is a person who has passed the learner licence period (as above) and has been granted a licence to ride a restricted power motorcycle. However, for a period, this person is considered to be still developing their skills. Novice riders may be subject to extra restrictions such as lower blood alcohol content, late night driving or passenger carrying restrictions. Novice riders may only ride motorcycles included on a list of lower powered machines with an engine capacity of no more than 660 cc and a power-to-weight ratio that does not exceed 150kW per tonne.

Open or Unconditional Licence holder
is a person who has passed both the learner and novice driver period. As a person who has fully developed and practised their driving skills (in Australia over a period between one and three years) they are considered competent to drive with the minimum allowable restrictions.

Lower powered machines
must have an engine capacity of no more than 660 cc and a power-to-weight ratio that does not exceed 150kW per tonne.
